Political scientist from Universidad de los Andes, with minors in Public Policy and Economics. My work focuses on AI governance, digital policy, and public sector transformation in Colombia and Latin America.
Most recently, I've advised on Colombia's digital government strategy for a MinTIC-funded initiative, co-authored a report on AI adoption by electoral authorities worldwide for the Registraduría Nacional, and contributed to the National AI Policy and Digital Poverty Index at the Departamento Nacional de Planeación.
I also build with AI agents. I use tools like Claude Code to turn research questions into working software.

Supporting a MinTIC initiative, Gelves processes government performance data to build structured databases documenting public sector digitization. He contributes to drafting sector-specific digital roadmaps and ICT policy guidelines for Colombia's digital government transformation.

Co-authored a research report for Colombia’s electoral authority, mapping and analyzing AI tools used by electoral authorities worldwide, with a focus on Latin America. This included identifying trends and best practices, and preparing policy-relevant recommendations for Colombia.

Supported national digital policy initiatives, analyzing ICT sector datasets in R and systematizing methodological discussions for Colombia’s Digital Poverty Index. He reviewed evidence to identify barriers to digital skills development and developed a roadmap for citizen training in AI.
Universidad de los Andes
Collaborated on a report examining how artificial intelligence is transforming the Colombian labor market by conducting 21 interviews with experts. Developed a systematic global literature review to assess AI exposure estimates and evaluate the national public policy framework.
