Political scientist from Universidad de los Andes, with minors in Public Policy and Economics. My work focuses on AI governance, digital policy, and public sector transformation in Colombia and Latin America.
Most recently, I've advised on Colombia's digital government strategy for a MinTIC-funded initiative, co-authored a report on AI adoption by electoral authorities worldwide for the Registraduría Nacional, and contributed to the National AI Policy and Digital Poverty Index at the Departamento Nacional de Planeación.
I also build with AI agents. I use tools like Claude Code to turn research questions into working software.

Supported a MinTIC initiative to evaluate and plan Colombia’s digital government strategy. Processed government performance data and contributed to drafting sector-specific digital roadmaps and ICT policy guidelines.

Co-authored a research report for Colombia’s electoral authority (Registraduría Nacional) examining global AI use by electoral bodies. Mapped and analyzed AI tools, identifying trends and best practices, and prepared policy-relevant recommendations.

Supported key national digital policy initiatives by analyzing ICT sector datasets in R, conducting literature reviews for the Digital Poverty Index, and developing an AI citizen training roadmap for the National AI Policy.
Universidad de los Andes
Collaborated on a report examining AI's transformation of the Colombian labor market. Conducted and analyzed 21 interviews with experts and developed a systematic global literature review to assess AI exposure.
